How do i port my petit computer projects to qr code?

I found this program that lets you convert BMP images to data files that Petit Computer can load. The site that the program was hosted on doesn't exist so I viewed an archive. The program link is also dead even on the archives.
I'm wondering if anyone happens to somehow have this program, or at least one similar to it.

Excuse me. I have a problem with the latest Mario Maker PTC download links. Both of the links seem to be dead. I searched if the page it was hosted on exists, and it does. I am on the Safari browser, with iOS 9.3.5, and the device is an iPad Mini.
Safari just says that it can't open the webpage because it can't find the server. I try to change the domain name on the link to either postimage(dot)com or postimg(dot)cc but they just give me a 404 error.
Can anyone please help me?

So, I'm attempting to understand how the order of operations in PTC works. According to the manual, unary operators "-" and "NOT" have the highest precedence (ignoring parentheses). But, does this actually affect the order, or are they more or less on the same level as functions? Functions are next in precedence, before things like multiplication and division, but you can't apply any of the unary operators to the function without evaluating the function first. So is the order between functions and unary operators more or less irrelevant aside from how stuff is internally handled?
Somewhat related question: I assumed that "!" is included with "NOT" in highest precedence, is this right? Official manual never mentions it in the order of operations guide.
tl;dr: Does order of operations matter between the unary operators and functions? And is "!" included in unary operators?
I've been working on this game called Quest Of Raziya. Which I originally wanted to make in PetitComputer, but I decided to take elsewhere because Unity has a ton more options. But I remembered I made a bunch of letters and numbers in PetitComputer. So I imported every character I made to my PC, but they're all in .PTC files and I don't have anything that reads PTCs. There's PTCUtilities, but it's prone to crashes I've heard, I'm wary of the link provided because someone said that link had a virus. Is there any other way with safer software I can view my PTC files and perhaps convert them into PNGs or something I can make a text font out of?
I just found this page not too long ago and I wanted to check it out. Unfortenately, the site's QR Codes are gone! I need to know where I can get my hands on this game!
A bit of a noob question but would it be perfectly legal and ethical to partially develop a game in PetitComputer on the 3DS, move all the code and the sprites etc to Unity or some other game development software for PC, further fine tune it and sell the game for like 50 cents? Or build several builds for certain areas on PetitComputer but finish the game on PC and sell it? I know some people have been able to legally sell full fledged games made with RPG Maker or Game Maker like Undertale and Corpse Party, I was hoping PetitComputer would be okay too. It's all I got right now.
I've started using sprites into my game and I have a problem when setting the sprites. I have this flash effect that happens when I change a sprite, you'll be able to see the sprite being changed and see a flash of the sprite from the top right corner or its home position. I tried to stop this flashing effect by having the sprite be cahnge after vsync has been called but that ends up with the sprite not being changed at certain times. How can I remove the flash effect when chainging a sprite?

It looks great, but I can't find any QR codes, so I'd like to recreate it, but it seems that it would be very complicated. What all would go into this? Or, better yet, does anyone happen to know where to get QR codes for this thing?
I want to use GRP Files for saving Data.
But i get a problem if i use this code:

It should load and display the GRP File just on the top Screen, but it loads and displays the GRP File on the top AND on the bottom Screen
Where is the fault?
By the way, it works fine with 0,2,3

Do you get it through the eShop? If so, is it limited to NA eShop? My eShop location is set to Brazil, so maybe thats the problem. If so, I am going to soon be getting a NN3DS, and will try to set the location to Canada or USA. I would like to know, if it still is in the eShop, is it in the Canadian eShop, or only US eShop?
The Name Battler QR link is down-at least for me. 2nd time my 3DS XL broke... And this time it's unrepairable (CURSE YOU, EASILY BREAKABLE WIRES INSIDE THE CASING THAT'S LESS DURABLE THAN THE DSi CASING!). I got Petit Computer on my new system a year or so back... And now, the link is down (I haven't had access to a computer for a while. That, and I've been doing other stuff). I was just wondering if anybody had an alternative link to a QR for it that is scannable.
