When drawing backgrounds is there anyway to draw a larger tile from the file or do you have to use the default bg tile size in parts?

Unless you don't write a program for this, no, i think you have to set every 8x8 tile (if i got your question right).
But you can easily write a program that sets a 16x16 part for example instead of just the 8x8 tiles.
